Works in the public domain — in practice, first published before 1930, or an author who died long enough ago that rights have lapsed.
Also works still in copyright whose author gave permission to pass them on freely. Some writers released their work with a notice granting free non-commercial distribution; if the book you have in mind carries one, say so, because we can host it. What we cannot host is a book that is simply circulating widely without its rights holder having allowed it — that is the line that keeps this library able to exist.
